Come to think of it, it may have been a side effect of a house mod There are ore veins and mines all over Skyrim. Maybe a modder would take on the challenge of creating a salt mine or salt veins. Consequently, the best place to find respawning salt piles is warlock lairs. Due to the way location respawning works, you can maximize salt acquisition by not clearing the dungeon.
