And all the other stuff was just him teasing her. But apparently no one realizes that jokes are a thing, especially not a think that teenage boys like to play. Plus the legal age in japan is 13 and things are a lot different there then here.
Stop pushing western ideals onto Japanese media. According to multiple sources, a romantic or sexual relationship between them would not be legal even in Japan. So Amu is not just in elementary school and under the legal age of consent for 4 chapters, but actually more than half of the manga series.
You could say it was a joke when he makes an appearance in Volume 5 by surprising Amu on her date with Tadase. Ikuto shows up when Tadase is away, and starts licking the same ice cream cone Amu is licking. Ikuto, being an older guy, should have enough sense to know that.
